James B. Helmer, Jr. is a Cincinnati, Ohio trial lawyer whose testimony before the United States Senate and House of Representatives led to the modern False Claims Act as amended and signed by President Reagan in 1986. Since then, Mr. Helmer has continued his pioneering work in this field as lead trial counsel in numerous False Claims Act cases which have returned over $700 million to the taxpayers and resulted in 15 criminal indictments. The Fifth Edition of False Claims Act: Whistleblower Litigation is the culmination of his practice of over 20 years of representing those who blow the whistle on fraudulent Government contractors.

Mr. Helmer has been recognized by numerous organizations as one of America’s top litigators. Since 1984, he has lectured, authored, litigated, and lobbied for the rights of whistleblowers who came forward to protect the public treasury.
